The Attorney General Carter Smith owes the Bratva brotherhood a favor. And since the Bratva insurgencies know about his deep secret, they now have control over him. They managed to destroy every piece of evidence that the Bratva has against him, and now they have total control of him. They made him destroy all the evidence that the Bratva had on him, they made it practically impossible for anyone else to control him, or monitor his affairs. That way he can work for them without interference, and that is what he has been doing for as long as I can remember.
