If Gwyn's group was eliminated here, the Lee family, though not suspecting him, would surely continue to send people to Elysian Echo to investigate the situation. It would be impossible not to know that the assassin organization had been wiped out.

This was also why Theophilus wanted Richard to quickly unify the underworld – to have a sufficient underground network. This way, when the Lee family sent people to Elysian Echo City, he would easily detect any traces. At the very least, it would provide a first line of defense.
