Any person who has been transformed into a vampire must have their human soul imprisoned in the underworld for the process of their immortality to be complete. Since vampires don’t have souls, when a human is bitten, their spirit travels to the underworld and stays there.

However, Clinton found a way to cross into the underworld to break this path. As the first vampire, his soul remains sealed away from his reach. His soul just unlike the souls of the rest of the vampires is not in the underworld and so are the souls of his descendants who are born vampires rather than who were turned.
