"I would have someone over there to watch them."

"No. No matter how we try, it's only a matter of time before we run out of luck. I have seen what those cartels can do. We must not underestimate them. The moment they begin to suspect foul play, they would stop at nothing to get to the root of the matter. We must not let them get suspicious. We must tread carefully and attack as ghosts. They must never know our true intentions."
