“Are you suggesting that if a twenty five year old woman has a monogamous sexual relationship with a man, she is immoral or unethical? There are many members of Congress that have had sex with people to whom they are not married. You’re well aware of that, I’m sure. Tell me this, Congressman Clark, would you advocate banning from public service anyone that has engaged in sexual activities with a person, or persons, other than their spouse?
