Everyone from the Attorney General, the Director of the FBI, the SAIC's, and the agents directly involved with this case were subpoenaed to testify. Congress would get to the bottom of this, and those who were responsible would pay with their jobs. If appropriate, individuals would be held over for Criminal Trials.

As for the lawsuit, if the agencies were found guilty, whatever the courts decided was fair compensation, for the families of this tragedy, it would come out of the budgets of the DOJ, and the FBI.
