Rapha turned to Bartz with a deep look of regret in her eyes. “Frankly, my boy, I do not know. Dragons are a reminder of our world’s not so pleasant, not so distant past. I would hate to think that any of the other territories would start producing them again. They are just too unpredictable and hard to control.
