Mara's POV

By the time we reached Ironwood, the Recall command had struck three territories.

It did not affect every wolf. That would have been easier to understand. It hit anyone who had been classified, treated with Concord suppression drugs, or connected to an old command seal. Teenagers dropped in schoolrooms. Guards froze at posts. Two councilors in Ashfall walked twelve miles toward the southern road before Lucien's wolves caught them.

At Ironwood, the command came from inside the city.
